The other day I looked up "primacy" in the dictionary, just to make sure I knew what was really going on. The first definition from American Heritage, via Dictionary.com: "The state of being first or foremost."
You don't need to be a linguistic master to see that this definition is not really singular, "first" and "foremost" being quite different. The first definition of "foremost," according to that same source, is, "First in time or place." Sounds like "first," to me. (That word is starting to sound strange now that I keep thinking of it). But the second definition is, "Ahead of all others, especially in position or rank; paramount," which seems more like "most" than "fore." (I wondered, by the way, why these two seemingly different potential senses of the word "primacy" were not listed under different definitions -- not sure how the Websters of the world decide that.)
Then, today, I came across this line in a Newsweek article: "As Powell well knows, there’s a wide spectrum of insurgents covered by his comments: Saddam’s loyalists, Iraqi nationalists and ultimately radical Islamists." I couldn't tell at first whether Richard Wolffe used "ultimately" to mean "finally" or "supremely."
First definition of "ultimate": "Being last in a series, process, or progression." Pretty clear -- it means "last." The second definition (notice that it's fully separated this time, unlike with "primacy"): "Of the greatest possible size or significance; maximum... Representing or exhibiting the greatest possible development or sophistication... Utmost; extreme: the ultimate insult." Okay, "ultimate" also means "most." So sometimes most is first, as with primacy, and sometimes it's last, as with ultimate. Weird.
This ambivalence about whether to count up or down is reflected in some other parts of our lives. On telephones, 1 is in the upper left, whereas on keyboard number pads it's on the lower left. Elevator buttons go the way of number pads, probably because that fits in with how buildings themselves are numbered; 1 is at the bottom, not the top.
It would be highly strange if the "first floor" was the top floor -- you might not know what number floor you were on when you entered the building. The "first floor" should be the first floor one would go into, and, if one were to continue, the first floor one would go through, then proceeding to the second floor. Does that relationship preserve in underground buildings? Is the first underground floor the one closest to ground level, or the one closest to the middle of the Earth? I don't know. "One" is the lowest number, but in the NCAA tournament, 16 is the lowest seed. "One" is the first, the highest, the least, the most... This is confusing.
